Take a look back at the Provincial Nominee Program updates from last month and draw conclusions from around the nation.

In March, the Provincial Nominee Programs (PNP) of Canada issued roughly 5,000 invitations to submit for provincial nomination, a comparable amount to prior months.

The PNP is a collaborative immigration programme run by the federal, provincial, and territory governments. It allows Canadian provinces and territories to form their own immigration streams in order to better fulfil their labour market demands and economic development goals.

Canada implemented the PNP in 1998 in order to more equitably distribute the advantages of immigration among provinces and to promote immigration to smaller provinces and less populous parts of the country. Today, the PNP contributes for a sizable portion of economic immigration to the majority of Canada's provinces and territories. In reality, several smaller Canadian provinces rely on this programme to satisfy their demographic and labour force demands, including Newfoundland and Labrador, Prince Edward Island, Nova Scotia, New Brunswick, Manitoba, and Saskatchewan. PNPs alone are estimated to result in more than 93,000 immigrants being accepted as permanent residents each year by 2024.

Express Entry-linked PNPs

The federal Express Entry system is Canada's management system for three immigration programmes: the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP). Most participating provinces and territories have at least one PNP stream that is aligned with the federal Express Entry system.

PNP streams connected to Express Entry, often known as "enhanced" PNPs, allow provinces to choose applicants from the Express Entry pool and ask them to seek for a provincial nomination.

Immigration, Refugees and Citizenship Canada (IRCC) has paused sending Express Entry invites to FSWP, CEC, and FSTP candidates in order to minimise the backlog and processing delays presently impacting permanent residence applications. It's crucial to remember that this is only a temporary pause, and that Canada's immigration minister, Sean Fraser, has emphasised on many occasions in recent months that invitation rounds for these programmes would resume in the "short future." Furthermore, because the PNP is so important to the provinces and territories, IRCC is guaranteeing that Express Entry invitations for PNP applicants are provided every two weeks.

In fact, last month set a new record by sending out 2,145 Invitations to Apply in two rounds, nearly double the number sent out the month before, when 1,428 PNP applicants were invited in two draws. In March, approximately 3,000 applicants were invited to three PNP-specific Express Entry draws, continuing the growing trend.

Alberta

The results of two Alberta Advantage Immigration Program (AAIP) draws, totaling 700 invites, were revealed in March. On March 8, the province asked 350 people to apply for a provincial nomination, and another 350 people to apply for the Alberta Express Entry stream on March 24.

On March 4, Alberta also stated that it is implementing temporary processing steps to help Ukrainians who apply through the AAIP. These efforts include giving Ukrainians first priority in processing their applications, eliminating their service costs, and, in some situations, accepting incomplete applications.

British Columbia

Every week, the government invites top-scoring provincial candidates through the British Columbia Provincial Nominee Program (BC PNP). Candidates who have been invited to apply may do so through Express Entry British Columbia, Skills Immigration, or the Tech stream. Over 900 individuals were asked to apply for Express Entry British Columbia, Skills Immigration, the Tech stream, and the Entrepreneur Immigration - Regional Pilot in March.

In addition, the province stated on March 10 that it was implementing modifications to the BC PNP skills immigration stream in order to address the urgent shortage of health care professionals and early childhood educators. A revised BC PNP priority list of jobs, as well as periodic draws targeting particular occupations, are among the changes. In the province's Entry Level and Semi-Skilled category, health care and dental assistants have been added as qualifying jobs, and the criterion for two years of closely relevant experience has been replaced with two years of skilled experience under the BC skilled worker category.

Manitoba

Skilled Workers in Manitoba, Skilled Workers Overseas, and International Education Stream are the three streams via which Manitoba sends out invites on a regular basis. Last month, the province held two general draws, one on March 10 and the other on March 24. A total of 311 Letters of Advice to Apply were sent out, with 76 of them going to individuals who had an Express Entry profile that was legitimate.

In addition, the province is one of those that has declared specific immigration policies for Ukrainian nationals. Manitoba is performing quarterly EOI draws for persons who fulfil MPNP eligibility criteria and are affected by the current situation in Ukraine as part of our response. The province has done two such lotteries thus far, the first on March 10 with 71 invites and the second on March 18 with 16 invitations.

Ontario

In March, the Ontario Immigrant Nominee Program (OINP) sent out 2,430 invites.

The province invited 1,320 candidates from the Employer Job Offer: Foreign Worker, International Student, and In-Demand Skills streams, as well as the Masters Graduate stream, to the first draw, which took place on March 1.

The province asked 21 individuals to apply for the Entrepreneur Stream a few days later, on March 4th.

On March 24, Ontario sent invitations to 471 people who could be eligible for the Express Entry Skilled Trades stream.

Finally, on March 30, the province sent out invitations for the Employer Job Offer: Foreign Worker, In-Demand Skills, and Masters Graduate streams, as well as the Masters Graduate stream. A total of 618 candidates were invited to apply for a provincial nomination from Ontario this time.

Prince Edward Island

The Prince Edward Island Provincial Nominee Program (PEI PNP) draws are done once a month and are pre-scheduled. On March 17, the PEI PNP held a draw, inviting 141 candidates from the Labour Impact and Express Entry streams, as well as 11 candidates from the Business Impact stream.

Saskatchewan

On March 3, Saskatchewan announced the results of a draw performed through its Entrepreneur EOI system. There were 58 invites sent out. The dates for upcoming draws in this category were also supplied by the province: May 5, July 7, September 1, and November 3.

Saskatchewan's new Tech Talent Pathway was established on March 7 as part of the Saskatchewan Immigrant Nominee Program (SINP) to recruit tech employees to the province. The IT Talent Pathway aims to address Saskatchewan's acute labour shortages in the tech sector. Applicants must have a job offer from a Saskatchewan business in one of the 11 targeted technology occupations in order to be considered.

The Saskatchewan Immigrant Nominee Program (SINP) welcomed 85 people to apply for a provincial nomination on March 8. In that invitation round, Express Entry candidates received 39 invites, while Occupations In Demand candidates received 43.

Saskatchewan is also organising separate draws for persons whose present country of residency is Ukraine in reaction to the crisis in Ukraine. The first draw took place on March 4th, with 36 invites being given out, and the second on March 8th, with three invitations being handed out.
