Immigration, Refugees, and Citizenship Canada (IRCC) has issued Invitations to Apply (ITAs) in the latest Express Entry draw, inviting 733 candidates under the Provincial Nominee Program (PNP) program. To qualify, candidates needed a minimum Comprehensive Ranking System (CRS) score of 812—the highest CRS cutoff for CEC draws this year.
The previous draw occurred on November 12, inviting 733 candidates in a Provincial Nominee Program (PNP)-aligned draw.

Today’s draw marks the second one in November and comes shortly after the release of Canada’s Immigration Levels Plan for 2025, which sets a goal to welcome 124,680 Express Entry candidates next year. Those who received an ITA today will count toward next year’s admissions targets, either through the newly introduced In-Canada Focus targets for Express Entry candidates or the Federal Economic Priorities category.
The In-Canada Focus target of 82,980 permanent resident admissions will primarily impact temporary residents already living in Canada, representing about 40% of Canada’s total economic immigration admissions for 2025. Many of these candidates will be from the Canadian Experience Class (CEC) or the Provincial Nominee Program (PNP) under Express Entry.
The Federal Economic Priorities target, with 41,700 permanent resident admissions, will focus on candidates from all Express Entry-managed programs. These candidates are selected by IRCC for their ability to fill urgent gaps in healthcare or trade occupations, or to help meet the department's demographic target for French language proficiency among newcomers outside Quebec.

What is Express Entry?
Express Entry is an application management system that handles three key economic immigration programs for individuals seeking permanent residence: the Canadian Experience Class, the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP).
Candidates in these programs are assessed using the Comprehensive Ranking System (CRS), which assigns points based on factors such as age, occupation, language skills, education, and work experience.
Additional points may be awarded for having a sibling in Canada, immigrating with a spouse or partner, or possessing a combination of Canadian and international education or work experience.
Candidates applying through an enhanced Provincial Nominee Program (PNP) stream can earn an extra 600 points, significantly increasing their chances of receiving an Invitation to Apply (ITA).
These point totals form the candidate’s overall CRS score, with those scoring the highest most likely to receive an ITA in a future Express Entry draw, provided they meet the eligibility criteria for the draw category.
