Immigration, Refugees, and Citizenship Canada (IRCC) has issued Invitations to Apply (ITAs) in the latest Express Entry draw, inviting 400 candidates under the Canadian Experience Class (CEC) category.
To be considered, candidates needed a minimum Comprehensive Ranking System (CRS) score of 547, which is the highest CRS threshold for CEC draws this year.
The previous draw, held on November 12, invited 733 candidates through a Provincial Nominee Program (PNP)-aligned stream.

Today’s draw is the second one in November and follows the release of Canada’s Immigration Levels Plan for 2025. Under the plan, IRCC aims to welcome 124,680 Express Entry candidates next year.
Those who received an ITA today will be included in next year’s admissions targets, either through the new In-Canada Focus targets for Express Entry candidates or the Federal Economic Priorities category.
The In-Canada Focus target of 82,980 permanent resident admissions will primarily impact temporary residents already living in Canada, accounting for roughly 40% of Canada’s total economic immigration admissions in 2025. Many of these candidates will be from the Canadian Experience Class (CEC) or the Provincial Nominee Program (PNP).
The Federal Economic Priorities target of 41,700 permanent resident admissions will focus on candidates from all Express Entry-managed programs. These candidates are considered by IRCC to be the most qualified to address urgent gaps in healthcare and trade occupations or to help meet the department's demographic target for French language proficiency among newcomers outside Quebec.
