According to a current update received for Canada immigration, starting from October 20, 2020, some of the designated learning institutions are scheduled to reopen for the international students who are not currently present in Canada and who:
- already have or have been approved for a study permit
- are travelling to Canada for any non-optional purpose or a non-discretionary purpose
COVID-19 readiness plan for the DLIs
To be able to reopen for the overseas students who are not currently present in Canada, these DLIs should have a COVID-19 readiness plan which in turn should be approved by their specific province or territory that should:
- Protect the health, well-being and safety of all the students and also that of the surrounding community;
- Describe how the international students will manage and operate the mandatory 14-day quarantine period, also including the arrangements for the transportation for the students’ quarantine location
- Provide information and support to the international students regarding:
- How they can get the necessary items that will be required for the quarantine, such as food and medications
- Health insurance
- Ensuring to remain healthy while they will be in Canada

Studying at an approved DLI
You should be studying at one of the DLIs that are approved by the Government of Canada in order to be able to travel to Canada as only those DLIs would have been included if the respective provincial or territorial government has approved the institution under their COVID-19 readiness plan.
If your DLIs is not yet included in the list, then you cannot travel to Canada on study visa during the current time. If you still try to travel to Canada in case your DLI is not included, you won’t be able to board your flight or you may be guided to return back at the port of entry.
Family members who must have planned to come along with you to Canada cannot travel to Canada before you do and are approved for travelling.
The Government of Canada will keep on update updating on their official page as more number of DLIs will keep on approving by their respective province or territory to reopen for the international students who are not currently present in Canada. If your DLIs is not in your list yet, kindly check back on a regular basis to see if it has been added in next few days. Further, any DLI that no longer meets the public health requirements of its province or territory will also be removed.
