As it has always been in the guidelines a person has to clear a language proficiency test while going through an immigration process. Therefore, there are certain English as well as French language proficiency tests that are considered one of the eligibility criteria for immigration to Canada.

TOEFL (Test of English as a Foreign Language), and TEF are the major testing organizations for immigration purposes but now the Canadian Government has announced to include one more language proficiency test in the list.

This new language test will be implemented by mid-2023 and IRCC is going to take initial steps for the new test implementation in the coming 12 months.

IRCC Designed A New Language Test

Recently, the announcement has been made that IRCC (Immigration, Refugee and Citizenship Canada) has approved a new language test for immigration applicants which will be implemented by the mid of 2023.

Although the name for this new test is still being redesigned as requested by various authorities. At present there are four major organizations that conduct the language test for the immigration purpose:

For English

• IELTS

• CELPIP

For French

• TEF

• TCF

However, there are a sufficient number of language tests to meet the demands of immigration and citizenship applications as of now but IRCC is taking this step in order to be ready for the future. As with each year, the number of immigrants is rising and there will be more demand for new language test providers.

IRCC To Evaluate The CLBs That Are Lined Up With The CLBs With CEFR

Subsequently, IRCC has decided that the scores will be given in alpha-numeric scores as A1, A2, B1, B2, C1, and C2 unlike CERF (Common European Framework of Reference) which has a scoring scale from one to seven.

This was done while IRCC was evaluating the CLB (Canadian Language Benchmark) with reference to CERF (Common European Framework of Reference). The issued memo mentioned research done pertaining to the CLB levels in order to make sure that the newly approved language test meets the standards of difficulty and the purpose of the test.

French testing must not be left out, IRCC says

The new language test policy and design are initiated in a way to benefit and align with the other department priorities too with IRCC emphasizing the increase of French immigrants. The memo states that: “There will likely be more demand on French designated organizations to increase testing capacity and greater interest from new French testing organizations seeking designation.”

“While organizations delivering the TEF and TCF are prepared to meet growing demand, this work will better position the Department for any potential increase in demand, including through a more efficient process for designation of additional French language tests.”

Chronicles Of Language Tests

Until recently only the language test results from the nominated organizations by IRCC were acceptable for immigration. This was the process to make about that the whole language’s ability was done with utmost transparency without any unfair means.

However, now this role of evaluating the applicants for their language ability has been assigned to the Director of Economic Immigration Programs and Policies.

This designation process is based on several factors and now any organization of language test is free to have a designation process by the department which is again based on various factors, program objectives, policies, and regulatory requirements.

Who Needs A Language Test?

According to the research done by the Canadian Government states that in order for an immigrant to take place in Canada’s economy, one should have language proficiency either in English or French.

And thus an immigrant has to go through the language proficiency test between the ages of 18 to 54 to show the required language ability.

However, refugees and family immigrants are not required to go through a language test as they are initially taken for humanitarian and social purposes. The same goes for temporary foreign workers also.

Students planning to study in Canada have to go through a language proficiency test to prove that they can get along easily with the academics in Canada without any language barriers.
