The province has now issued a total of 3,671 Letters of Advice to Apply in the year 2020

The latest provincial draw released by Manitoba issued a total of 189 invitations to apply to eligible and skilled candidates to apply for the provincial nominee program and therefore for their permanent residence.

The Manitoba Provincial Nominee Program (MPNP) has invited skilled workers as well as international graduates under three immigration categories that are:

  • Skilled Workers in Manitoba;
  • International Education Stream, and
  • Skilled Workers Overseas

The LAAs are issued as follows across for all the MPNP immigration streams. Also, the minimum requirement of the Expression of Interest (EOI) score is mentioned corresponding to the total number of LAAs for each immigration category:

  • Skilled Workers in Manitoba: 160 LAAs, Minimum EOI score of at least 464
  • Skilled Worker Overseas: 4 LAAs; Minimum EOI score of at least 847, and
  • International Education: 25 LAAs; No minimum score requirement

Express Entry

Among all the Letter of Advice to Apply (LAA) that were issued by the MPNP in the recent September 24 draw, a total of 18 LAAs were issued to those eligible candidates that have a valid profile in the Express Entry System which is operated directly by the Federal Express Entry System.

Applicants that are eligible for the Express Entry System are then ranked on the basis of Comprehensive Ranking System (CRS) score which further takes into consideration the human capital factors to assess the candidates. This includes, age, employment experience, education and language proficiency skills.

To enter into the Express Entry pool, the applicants must ensure that they are eligible for one of the three economic class immigration programs, which are: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) or the Canadian Experience Class (CEC).

The highest-scoring applicants are invited to apply for the permanent residence of Canada through the regular federal Express Entry draws that selects candidates from the Express Entry Pool.

Those candidates who receive a nomination from the province are awarded with additional 600 points towards their existing Comprehensive Ranking System (CRS) points in their EOI and therefore are guaranteed an Invitation to Apply (ITA) in the subsequent draw from the Immigration, Refugees and Citizenship Canada.

Immigration, Refugees and Citizenship Canada (IRCC) regularly holds draws in which it invites highest ranking candidates from the Express Entry pool to apply for the permanent residence of Canada.

Those successful applicants who receive a nomination from the province are then awarded with an additional 600 points towards their existing CRS and are guaranteed to receive an Invitation to Apply (ITA) in the next Express Entry Draw.

All the Express Entry candidates who receive a provincial nomination letter from the province of Manitoba in this particular draw need to provide their valid Express Entry Number along with job seeker validation code.

EOI System of Manitoba

Individuals who want to immigrate to Manitoba through the Provincial Nominee Program of the province or the Manitoba Provincial Nominee Program (PNP) are required to register themselves by submitting an Expression of Interest (EOI) with the MPNP to receive the Letter of Advice to Apply (LAA) through the Skilled Workers Overseas stream and the Skilled Workers in Manitoba streams.

Under Manitoba’s EOI system, such eligible applicants are ranked out of 1000 points across Human Capital factors that include their education, employment experience, language proficiency in English and/or French, connection with the province, along with other characteristics.

Details about Manitoba Immigration Stream

The Skilled Workers in Manitoba immigration stream and the Skilled Workers Overseas Category enable the provincial government of Manitoba to nominate eligible and skilled candidates who have the potential to support the labour market needs of the province.

People who are located overseas are required to have a prior established connection with the province. This can be demonstrated in various ways, that are through close family relationships or friends already residing in the province, previous work experience in the province or an invitation received under one of the Strategic Recruitment Initiatives of the MPNP.

Further, applicants are not required to be physically present in the province during the time of application submission. All successful candidates that are selected under the Skilled Workers in Manitoba category should meet certain eligibility criteria, which include having a full-time permanent employment offer from an employer already based in Manitoba.

International students who have graduated from an academic institution in Manitoba might receive a Letter of Advice to Apply (LAA) under the International Education Stream if they have the required in-demand skills.

Provincial Nominee Programs (PNPs): Providing pathways to Canada immigration

Yes! If the federal Express Entry is not working out due to the current pandemic situation or some specific factor then you can explore other immigration options for migrating to Canada. There are a plenty of other ways to make it happen and Provincial Nominee Program (PNP) is one of the most prominent pathways among these alternatives to move to Canada.

The Federal Government of Canada is giving more power to all its provinces when it comes to selecting new foreign skilled immigrants. You should be aware that some of the provincial nominations result in an addition of 600-points towards your Comprehensive Ranking System (CRS) score of the Express Entry System but some of these PNP streams does not work in direct alignment with the larger Express Entry System.
