Skills Assessment Requirements

Unless you are exempt in very limited circumstances, you are required to have a positive Skills Assessment to apply for the visas listed below.

Skills Assessment authority for Human Resource Manager is Institute of Managers and Leaders National (IML). To have a positive skills assessment, you must meet the following criteria

  • Where an applicant holds a relevant or industry-specific Bachelor’s or Master’s degree comparable to an equivalent AQF qualification the applicant must have demonstrated employment experience:
    • in an HR-related role for at least three years; and
    • in the role as HR Manager for at least two out of these three yea
  • Where the applicant does not hold a relevant or industry-specific Bachelor’s or Master’s degree comparable to an equivalent AQF qualification, the applicant must have demonstrated employment experience
    • in an HR-related role for at least three years; and
    • in the role as HR Manager for at least two out of these three yea
  • The applicant’s employment experience as HR Manager must be consistent with the tasks outlined in the ANZSCO code PR as listed at the bottom of this page
  • To be assessed as HR Manager for migration purposes, the size and complexity of the organisation will influence the assessment
    • It is unlikely that employment with an organisation with a total staff of less than 50 employees would support employment experience at the required level.

As part of the assessment the applicant must demonstrate management and leadership experience by referring to the IML Management Competency Framework and selecting one competence from each of the three areas.

  3. Manage and lead the business.

For each of the three competencies selected, the applicant must describe how they achieved these in 300 words or less using specific examples from their work experience.

Tasks

  • determining, implementing, monitoring, reviewing and evaluating human resource management strategies, policies and plans to meet business needs
  • advising and assisting other Managers in applying sound recruitment and selection practices, and appropriate induction, training and development programs
  • developing and implementing performance management systems to plan, appraise and improve individual and team performance
  • representing the organisation in negotiations with unions and employees to determine remuneration and other conditions of employment
  • developing and implementing occupational health and safety programs and equal employment opportunity programs, and ensuring compliance with related statutory requirements
  • overseeing the application of redundancy and other employee retrenchment policies
  • monitoring employment costs and productivity levels
  • may train and advise other Managers in personnel and workplace relations matters

Skill Level

Most occupations in this unit group have a level of skill commensurate with a bachelor degree or higher qualification. At least five years of relevant experience may substitute for the formal qualification. In some instances relevant experience and/or on-the-job training may be required in addition to the formal qualification (ANZSCO Skill Level 1).
